Disable webmail client, prompt user about missing webtools instead

I have a big customer, that is working on rolling out SO Web to all 800+ users, and sometimes the deployment of webtools fails, and so SuperOffice opens the built-in email client for writing emails instead of outlook, and this is a problem.

 

The customer would like to know if the webmail functionality of SO can be supressed, and preferably replaced with a notification that the user is missing webtools.

The way it works currently, is that the user gets to write long emails only to experience an error when trying to send it, after that the message is not archived, and the content is lost - which is obviously not ideal.

 

So are there any way to disable the web mail client all together in an environment where webtools is mandatory?
