customer service after update to 8.5R014 issue

Hello

After upgading from 8.5R02 to 8.5R15 service is not starting. Instead a URL with repeating values is created like :

?service?%2Fscripts%2Fticket.fcgi%3F_sf%3D%26fs%3D%26fromCs%3D1%26fs%3D%26fromCs%3D1%26fs%3D%26fromCs%3D1%26fs%3D%26 and so on 

what is in readable text:

?service?/scripts/ticket.fcgi?_sf=&fs=&fromCs=1&fs=&fromCs=1&fs=&fromCs=1&fs=& ..

with error ERR_TOO_MANY_REDIRECT

The endpoint is using remote/services88

I have run upgrade exe without any problems. And the installation is unchanged: same folders, no change in table config.

What can cause this issue?

please Update the Windows Server. This is coming from an missing Update of .net.

dot net framework 4.8 is installed! What else can be missing?

please run the Windows Updates. This is moste likely caused by an missing windows Update for .net

it was some security updates for old frmawork but for 4.8 as well, that was just installed some hours ago! 

After let Windows Update install the last security and quality updates and a restart - it worked.

My server is up to date, but it still fails.  :-(
