Only having Script administrator as a functional right doesn't give access to CRMScripts

Steps to Reproduce
1. Go to Settings and Maintenance > Roles > create a test role and include only "Script administrator" as a functional right. 
2. Assign the role to a test user with which it would be possible to log in.
3. After logging in with a test user that has the test role with only functional right "Script administrator", go to Settings and Maintenance.

Observed that: there is no possibility to reach CRMScripts in Settings and Maintenance.

 Expected that: with such functional right - CRMScript area would be available. 

Comments
This functional right does not control access to CRMScript, purpose behind it is to give access to Scripting in WIN client. 
To get access to CRMscript it requires either General admin or Customer service admin.
