WebTools auto login not working due to download service being offline/unavailable

We are having an issue with webtools auto login (double click on the owl in the tray area), it doesnt work and the log file shows the following:

The download service is offline, so i guess that is the underyling issue (https://www3-superoffice-com.azurewebsites.net/DownloadService/)

WebTools should still work when this isn't available...
