Ticket.new and auto-populate with a person_id sometimes skips the pre-populated fields

Description
Observed that:

When creating a new ticket (in new and old service) is created  / email is set (see screenshot) (4 and 5)
 
superoffice:ticket.new?person_id=7 which should pre-populate the field does not always work.  also reproducable without using the external app (which the customer did in this case. Just entering the URL directly causes it to work sometimes when SO Protocol is skipped

In the debug log it is visible that they are using SuperOffice protocol: superoffice:ticket.new?person_id=7

  
Suo web extension used is 12.7.12.0

Customer using a Phone integration online app(CTI) which shows the debug in #3 but not per se relevent to reproduce.

Expected that:
ticket.new with, for example ticket.new%3fperson_id=7 URL in the end should auto-populate the person_id=X
