Chat notification delay 1 min when setting it to 0

Steps to Reproduce

1. Create a new chat and set the setting 'Warning on new -chat  and 'Manager warning on new chat is '0' min:



 

2. Start a new chat as a customer and check that the chat notification delay is around 10 sec

3. Write a new message as a customer and check the chat notification delay:



 

Observe that: when setting the settings 'Warning on new chat' and 'Manager warning on new chat', the chat notification delay is 01 min 05 sec for a new message.


I expected: when setting the settings 'Warning on new chat' and 'Manager warning on new chat', the chat notification delay  to be as fast as possible (10-15 sec) as implemented in the wish below:

There is also a 1 minute delay on notification when the customer sends a new message in an ongoing chat conversation.

please fix this as chat cannot be used if notifications is not 100% robust
